Chinese President Xi Jinping held talks with Kazakh President Kassym-Jomart Tokayev at the Great Hall of the People in Beijing on September 11. Both presidents decided to forge a permanent comprehensive strategic partnership based on the spirit of collaboration and win-win cooperation.

Xi said that in a dozen days, we will celebrate the 70th anniversary of the founding of the People's Republic of China solemnly and grandly. In the past 70 years, the Communist Party of China has led the Chinese people to great achievements that have attracted worldwide attention and is moving towards the goal of realizing the great rejuvenation of the Chinese nation. This process will never go smoothly, but no matter how the external situation changes, China will unswervingly and whole-heartedly manage our own business well, comprehensively deepen reform, expand opening-up and promote higher quality development. We are fully capable of dealing with all kinds of risks and challenges. No difficulties or obstacles can stop us from moving forward. A stable, open and prosperous China will always be an opportunity for the future development of the world.
Xi pointed out that China-Kazakhstan relations are a model of good-neighborliness and friendship. China is willing to deepen all-round cooperation with Kazakhstan, implement co-building Silk Road Economic Belt in coordination with the new economic policy of the "Bright Road", strengthen interconnection and communication, smooth the road of land-sea transport between Kazakhstan and China, promote the upgrading of economic and trade cooperation, firmly promote productivity cooperation, expand scientific and technological innovation cooperation and make closer people-to-people exchanges and local communication. China and Kazakhstan should take a clear-cut stand in upholding multilateralism and open world economy and make positive contributions to building a fairer and more equitable global governance system. We should promote the Shanghai Cooperation Organization to play a more active role in regional and international affairs, actively implement the new security concept distilled into four adjectives that are common, comprehensive, cooperative and sustainable, enhance security cooperation, and work together to combat the "three forces" and jointly cope with challenges.
Tokayev warmly congratulated on the 70th anniversary of founding of the People's Republic of China. Tokayev said that the new China has gone through an extraordinary course and made brilliant achievements in development, which not only benefits the Chinese people, but also contributes greatly to promoting world development and human progress. China's reform and opening up have brought opportunities to Kazakhstan and other countries. Kazakhstan firmly supports the Chinese government and people in safeguarding national sovereignty, security and development interests. Kazakhstan is willing to take the establishment of a permanent and comprehensive strategic partnership with China as an opportunity to promote further development of Kazakhstan-China relations. Kazakhstan is honored to have witnessed that President Xi put forward the great initiative to build the Silk Road Economic Belt in Kazakhstan six years ago, which is of great significance to the future development of the region and even the world. Kazakhstan looks forward to close high-level exchanges with China and strengthening pragmatic cooperation in the fields of economy, trade, infrastructure, energy, 5G, science and technology, humanities and so on under the Belt and Road framework. Both sides should closely communicate and cooperate within the framework of the Shanghai Cooperation Organization (SCO) and the CICA, fight against the "three forces", safeguard regional security and oppose foreign interference.
After the talks, Xi Jinping and Tokayev signed the Joint Statement of the People's Republic of China and the Republic of Kazakhstan. The two heads of state also witnessed the signing of multiple bilateral cooperation agreements.
Before the talks, Xi Jinping held a welcoming ceremony for Tokayev in the square outside the East Gate of the Great Hall of the People. Yang Jiechi, Shen Yueyue, Wang Yi, Xia Baolong and He Lifeng etc. were present.
