How will high-quality joint construction of B&R be promoted

The Report on the Work of the Government submitted to the Fourth Session of the 13th National People's Congress for deliberation lays out plans for high-quality joint efforts to build a "Belt and Road". How to understand high quality? How to better play the role of enterprises? What are the opportunities in the future? As said deputies to the fourth session of the 13th National People's Congress and the fourth session of the 13th National Committee of the Chinese People's Political Consultative Conference. The Peshawar-Karachi expressway project, built by a Chinese construction company, was officially opened to traffic last December. As the largest transportation infrastructure project under the China-Pakistan Economic Corridor (CPEC), the project is nearly 400 kilometers long and has opened up the main north-south transportation artery in central Pakistan. It has become what local people call a road to prosperity.
Zhou Yong, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and deputy general manager of China State Construction Group Co., Ltd., believes that the greatest attraction of the Belt and Road Initiative lies not only in the specific cooperation projects, but also in the fact that people of all countries have become closer to each other through exchanges and mutual learning. 
Zhou Yong said, "From the Eurasian continent to Africa, America and Oceania, the joint development of the 'Belt and Road' has opened up new space for world economic growth, built a new platform for win-win cooperation among enterprises, and contributed to the improvement of people's livelihood in all countries. Thanks to our concerted efforts, more and more people have become staunch supporters and active participants of the Belt and Road Initiative, adding color to the exchanges and mutual learning among civilizations."
During the 13th Five-Year Plan period, central government enterprises have built more than 3,400 projects along the "One Belt And One Road" line, including the Mombasa-Inner Mongolia Railway, the Budapest-Belgrade Railway, the Meilishan ultra-high voltage power transmission project in Brazil, and the Piraeus Port in Greece. Especially in the context of the huge impact of the COVID-19 epidemic on the world, the "Belt and Road" cooperation of central enterprises did not press the "pause button", showing strong resilience and vitality. 
In this year's government work report, we called for high-quality joint efforts to build Belt and Road. Zhu Yilong, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), vice chairman of the All-China Federation of Overseas Chinese, and executive vice president of the Belt and Road Strategic Research Institute at Tsinghua University, said high-quality joint construction Belt and Road is an inevitable requirement for China to open up to the outside world and promote high-quality economic development.
"High quality can be seen in moving from the initial strategic approach to focus on key points and deep cultivation," Zhu says. From the initial economic field as the focus of opening to the field of science, technology, culture and other multifaceted, multi-dimensional opening; From the initial cooperation of small scale and low level of cooperation, to cooperation of high quality projects, the level of cooperation continues to improve." In the government work report, we will adhere to the principle of extensive consultation, joint contribution and shared benefits, ensure that enterprises play a leading role and follow the market-based principle, improve diversified investment and financing systems, advance cooperation on major projects in an orderly way, and promote infrastructure connectivity. We will improve the quality and efficiency of overseas investment and cooperation. Zhu Yilong believes that as the main body of building "Belt and Road", enterprises should take advantage of the situation and seize the opportunity. Strengthen its own innovation capacity, pay attention to attract new talents, enhance the enterprise technology "hard power", conform to the tide of high-quality development, and constantly improve its competitiveness in the international market.
Chinese State Councilor and Foreign Minister Wang Yi said recently that the epidemic has profoundly changed the world, but the demand for Belt and Road and China's determination to promote international cooperation have not changed. By building a new development pattern, China will provide a better path for Belt and Road cooperation and bring more opportunities to partners.
In response, Zhu Yilong, a member of the CPPCC National Committee, said, "In the 14th Five-Year Plan period, to achieve high-quality development of Belt and Road, we should first abide by the basic principle of 'extensive consultation, joint contribution and shared benefits', adhere to the concept of open non-corrupt, green, and sustainable development with high standards, benefit people's lives and sustainability. We will open wider areas to the outside world, expand market access for foreign investment, open modern service industries, manufacturing and agriculture to the outside world on all fronts, and promote infrastructure development and production capacity cooperation, led by high-quality engineering projects. Guided by the concept of green and sustainable development, we will create a 'green ecological road'. At the same time, we should actively promote exchanges and coordination among all parties, form a sound division of labor and proper interaction, and leverage the strength of all countries to build a high-quality  Belt and Road."
