The 30th anniversary of the foundation of diplomatic ties between China & five Central Asian States

Chinese President Xi Jinping on Thursday hosted a video summit in Beijing marking the 30th anniversary of the establishment of diplomatic ties between China and five Central Asian countries. President Tokayev of Kazakhstan, President Zaparov of Kyrgyzstan, President Emomali Rahmon of Tajikistan, President Gurbanguly Berdymukhamedov of Turkmenistan and President Gurbanguly Mirziyoyev of Uzbekistan attended the summit.

Xi and the five heads of state watched videos of historic moments in the development of China's relations with Central Asian countries, summing up experience and looking into the future in a warm, grand and friendly atmosphere. President Xi Jinping delivered an important speech titled "Join Hands for a Shared Future together for the Future".
 
Thirty years ago, China was the first to establish diplomatic ties with Central Asian countries, opening the door for bilateral exchanges and cooperation, Xi said. Over the past 30 years, the two sides have followed the trend of The Times, lived in good faith and maintained good relations. We have thoroughly resolved the boundary issue left over from history on the basis of mutual understanding and accommodation. We have embarked on a new path of good-neighborliness, friendship and win-win cooperation and set a good example for building a new type of international relations. The two sides have worked together for common development, and the Belt and Road Initiative has borne fruit in Central Asia. The two sides share weal and woe and security, which has effectively safeguarded common security interests and regional peace and stability. Our mutual understanding, friendship and integration have written a moving symphony of mutual affinity between the people of China and central Asian countries through thick and thin. The two sides have supported each other on issues concerning each other's core interests and upheld their legitimate rights and strategic interests.
 
The key to the success of China's 30-year cooperation with the five Central Asian countries lies in mutual respect, good-neighborliness, solidarity and mutual benefit, Xi said. These four Principles are valuable experience and common wealth accumulated through cooperation. They provide political guarantee for the steady and sustained development of China's relations with Central Asian countries and a source of strength for the continuation of friendly exchanges between China and Central Asian countries. No matter how the international landscape changes and how much China develops in the future, China will always be a good neighbor, good partner, good friend and good brother that central Asian countries can trust and rely on. China firmly supports Central Asian countries in pursuing development paths suited to their national conditions, safeguarding their sovereignty, independence and territorial integrity, pursuing national rejuvenation, unity and self-improvement, and playing a bigger role on the international stage. China is ready to work with Central Asian countries to build an even closer China-Central Asian community with a shared future.
 
Xi put forward five suggestions as follows, 
 
First, cultivate demonstration fields of good-neighborliness and friendship. Guided by the principle of amity, sincerity, mutual benefit and inclusiveness, China will step up high-level exchanges and strategic communication with Central Asian countries, ensure the success of the Foreign Ministers' meeting between China and the five Central Asian States and other dialogue and cooperation mechanisms, enhance solidarity and mutual trust, deepen mutually beneficial cooperation and achieve common development and prosperity. We firmly oppose interference in other countries' internal affairs under the pretext of human rights.
 
Second, we need to build cooperation belts for high-quality development. China is ready to open its super-large market to Central Asian countries, import more quality goods and agricultural products from these countries, and continue to hold a successful China-Central Asia Economic and Trade Cooperation Forum. China proposes the establishment of an e-commerce cooperation dialogue mechanism between China and the five Central Asian countries, and the holding of an industry and Investment Cooperation Forum between China and central Asian countries at an appropriate time. We will establish a "fast channel" for people to travel smoothly, improve a "green channel" for goods to flow smoothly, speed up the China-Kyrgyzstan Uzbekistan railway project, and advance the construction of a China-Central Asia transport corridor. We will ensure the steady operation of china-Central Asia oil and gas pipelines and expand cooperation across the energy industry chain. We will strengthen cooperation in high-tech fields such as artificial intelligence, big data and cloud computing.
 
Third, strengthen the shield that guards peace. We should continue to combat the "three forces", deepen cooperation on border control, and build a strong regional security net. China will continue to provide vaccines and anti-epidemic supplies to Central Asian countries and step up joint production and technology transfer of vaccines and effective drugs. In 2022, China will provide another 50 million doses of vaccine to Central Asian countries and set up traditional medicine centers in countries in need. China calls for the establishment of a China-Central Asia Health Industry Alliance.
 
Fourth, build a big family of diverse interactions. We should establish an overall framework for cultural exchanges, speed up the establishment of cultural centers in each other's countries, actively carry out dialogue on cultural heritage, and continue to promote exchanges between women, think tanks and the media. China will build a platform to promote tourism resources for Central Asian countries and will list all five countries as destinations for Chinese tourists. China proposes to hold a China-Central Asia People-to-people Friendship Forum and strive to increase the number of sister cities between China and the five Central Asian countries to 100 pairs in the next five to 10 years. In the next five years, China plans to provide 1,200 Chinese government scholarships to the five Central Asian countries and hold events such as the China-Central Asia Youth Art Festival and the "Bridge of the Future" Training camp for Young Leaders from China and Central Asia.
 
Fifth, we need to uphold peace and development of the global village. Not long ago, I proposed a global development initiative, calling for concerted efforts to address risks and challenges and advance the UN 2030 Agenda for Sustainable Development. I wish to announce that in the next three years, China will provide US $500 million in grant assistance to Central Asian countries for projects to improve their people's wellbeing. We will provide 5,000 places for seminars and seminars to help countries train professionals in health, poverty reduction, agricultural benefits, connectivity, information technology and other fields to boost the internal driving force for development.
 
As an ancient Chinese saying goes, "Although the tao is far and wide, it cannot be achieved. Nothing is too small for nothing." Let us proceed from the common well-being of the peoples of our six countries, continue friendship and promote cooperation, and jointly write a brighter future for China's relations with Central Asian countries and build a community with a shared future for mankind.

They are ready to take the 30th anniversary of the establishment of diplomatic ties as a new starting point to jointly build a strategic partnership of rich content, fruitful results and lasting friendship, build a Central Asia-China community with a shared future and promote the building of a community with a shared future for mankind. All countries will firmly support each other's choice of development path, safeguard each other's independence, sovereignty and territorial integrity, oppose interference in other countries' internal affairs under any pretext, and jointly safeguard the core security and strategic interests of the six countries. Jointly building the Belt and Road is of great strategic significance to promoting economic development, people's well-being, good-neighborliness and mutual trust in the region. Meeting will earnestly implement the important consensus and achievements, to strengthen regular high-level exchanges, promoting "area" construction, deepening regional connectivity and economic and trade, energy, pragmatic cooperation in various fields, such as high technology, security initiative, and actively implement the global development closely in international affairs in communication and coordination, promote the development of relations with China to realize new central Asia, We should better respond to common challenges and make new contributions to regional peace and security.
 
The five heads of state all expressed their eagerness to attend the opening ceremony of the Beijing Winter Olympic Games in China next week. I am confident that China will overcome the epidemic and host the Beijing Winter Olympics as scheduled, which will bring more confidence and hope to the world.
